I am new on the Mac world and I love it, but can anybody tell me if I can turn the menu bar off or how to hide it like the dock.

I have never seen anyway to get it to disappear

The menu bar can only be "turned off" by certain applications (the DVD player, for example, or games) that run in full-screen mode.
This is, I think, for the benefit of novice users...there's always a full list of commands available.
