I requested a quote to Apple for the HE Discount on the 2.16ghz Macbook White 13".

I got a quote back and it said it included

2GB 667 DDR2 - 2x1GB SO-DIMMs

Is this 2GB of memory as the website says the Macbook 2.16 ghz 13" only comes with 1GB memory?

Yes it is. Make sure you're not paying Apple prices for the RAM. 2gigs from Crucial costs $60, from Apple (for the same memory) costs $300.
