Why does it sometimes say 'slide to answer'
and other times the Accept and Decline buttons?

I think it's because the phone is locked. That way, it won't answer itself in your pocket/purse. If it's unlocked, all you need to do is press "Answer." I could be wrong though...?

Rizzo is correct. When locked, you get the slider. When unlocked, you get the buttons.
