I googled for the name last night and the only hits I got was for The Rosetta Stone, a language learning application that runs on Windoze.
And another hit leading to the PirateBay which I didn't read.
One thing's for sure though: just looking at that icon, it certainly wasn't designed with OS X in mind. That icon is all pixelated and clearly wasn't made for OS X's 128X128 pixels sized icons.
I agree, the icon looks terrible. Also after making a few calls to friends I found that it has something to do with Rosetta Stone (I use the program for my Japanese Class). I did however move PrefsWriter to the trash and then opened Rosetta Stone and it still worked fine. So basically... idk I guess I'll just delete it and forget about it (Still weird tho). Thanks to everyone for helping.
