Macintosh HD->Library->WebServer->Documents in that order from the finder. Notice you must have your home page as a index.html page for it to replace you apache start page.

And you must start "personal web sharing" in the sharing section of "system preferences"

Your page points to your computers local ip. You must port forward to access your page if you are serving outside your router assuming that you have a router.

~/Sites I believe. Not vague at all ;D
only if you want to access them by going to localhost/~User...by default the local website files on a Mac are stored at /Library/Webserver/Documents. However, you can point it to any directory by change the Document Root location in the httpd.conf file. Those paths only apply to OS X...all other OSes are different from those locations.
