OS X has supported transparency since the 1st release, in 2000. Not entirely sure what you're referring to?

If you read the text of the image I posted, it'll explain better than I could. However, this kind of effect is usually built into the particular application you're using.
OS X's transparency effects are quite subtle, but they are there.

For additional transparency fun, check out ClearDock and a theme called Crystal_Clear you can implement using a program called ShapeShifter.

Try this app named Aflot or something. Offers complete window transparency to most windows. I personally don't like too much transparency, but for those who want it, its there.
