Is it possible to apply a filter to only a section of a image? If so how can I do it using Livequartz

Not too sure as I dont have the program installed, but in photoshop the main way you isolate any adjustment to just part of an image is through the use of layer masks, so maybe search the help files for "Masks" or "Layer Masks".
