2.16GHz Macbook Pro, 2GB RAM, OSX v10.5
Is it possible for OSX to remain in English, but also contain an option to switch my keyboard to other charactersets (Russian, for example) so I can type in other languages? If so, where would I find the language packs for download?

In Windows, I just installed the appropriate language pack, and then press ALT+SHIFT to switch between languages...

Is the term "language pack" even correct with OSX?

12" Apple PowerBook G4 (1.5GHz)
In System Preferences, Click on International.
Select the Input Menu tab.
Turn on the input menu, check the boxes next to the languages you'd like. Note the keyboard shortcut to switch (Command-Space by default)
