it's not free and will cost 129 US$ (as announced at the WWDC 07)

The 10.x releases are not free, but the 10.x.x patch releases are. This sometimes confuses people because the 'major' version number (10) never changes. In reality, the first decimal place is the major version number; the 10 refers more to the generation of Mac OS (hence the X in OS X) than the specific version number.
