Either:
Launch System Preferences from the Apple menu, then while it's up right (control) click on it in the Dock and select "Keep In Dock" or
Go to your Applications folder in Finder, locate it, and drag it back in.

Just open your hard drive icon on the desktop, look in the application folder. System Preferences are there. Just drag the icon back into the dock. You should be good to go.
