Links to files in the dock

Is there a way to place links to files in the dock?

Sure. You can simply drag the file into the dock and a link will stay there, or you can drag a whole folder to the dock and a link to the folder will stay there. You can then just right click on the folder in the dock and select what you want from the list. The same works for apps as well.
