Is graffiti a real art form?

Quite frankly, anything can be art. Art is simply a person's creation, put out on display. It doesn't require any rational thought, it needs no explanation, and it doesn't have to hold any purpose. It doesn't have to be appreciated or liked.

Yes, art can evoke emotions.
Yes, art can stir human spriit.
Art can depict history.
Art can relect social views.
It can bring about change in societies.

Yet, at the end of the day, whether it does these things or not, there is no pressing need for it to have a meaning behind it whatsoever.

In all seriousness, whether a person is a hack or not is a matter of opinion.

What if a two-year-old takes a piece of construction paper and a box of crayons, scribbles all over the paper in random lines and shapes, and then drools on the paper. That scribbled, soggy paper is a product of a human being's effort to imitate, supplement, alter, or counteract the work of nature... who are we to say it isn't art?

Like eric pointed out, many people confuse art with design.
A design is something that has a specific purpose. A design requires skill and craft. Yes, it also requires a certain degree of aesthetic... designs must be pleasing to an extent. They also require structure, balance, and meaning. And while a design can be artistic and even considered a work of art, it doesn't need to be so long as it serves its purpose.

Designs can be art, but art is not necessarily a design.

People also confuse master artists with average artists. Not every paitner was a Rembrandt, DaVinci, or a Michelangelo. Does that mean that those other painters were any less of an artist? No, it doesn't. Many people tend to feel that if something doesn't match up to their opinion of what "good" art is, then it isn't art at all. This is simply not true.

Exactly. Take Avant-Garde music (especially Free Jazz) for example. There is no structure at all, yet you can still listen to it and the human mind will find a structure to follow. But the point I'm making is that it's very disorganized and is still considered a musical art.

I have seen many of these and they are great, but not graffiti. I would say more like murals.
This one is on a sidewalk, though.
