iSight won't turn off...

When I turned on my Macbook this morning, I noticed...hey...why is the iSight on? and it's still on. from the grey apple to login window to desktop, on all the time. I can't access photobooth or iChat. this is annoying, as well as the fact that the machine seems slow as a turtle.

EDITED TO ADD:

No processes that could be using it. Restarting doesn't work.

a restart didn't work?

try shutting down and resetting the pram (battery out, hold power button down for at least 5 sec) then pop the battery back in and restart.

see if that works.
