Data Dvd made on PC isn't read by Mac

I burned a data DVD using a PC and verified that everything was there. Then I tried to have a Mac (OS 10.4 and not Intel) read it but the drive seemed to scan it for a few minutes and then it was ejected. I haven't used macs much and now I'm wondering if it was a format problem, I thought DVD data format was universal. Does anyone know what PC program could be used to write a data DVD or an option in a certain program that would guarantee compatibility?
