Dual USB(32Vram) shocking me

Whenever plugged into the power adapter the case of my Ibook is electrified(will give the tingly sort of shock). It is strong enough that when on my metal desk at work the desk also gives me the constant tingly shock...Would this be a bad DC board? It does not seem to do it when running on battery or at least not nearly as strong
