Here is a print screen from a part of my desktop.

picture1lc1.png

The top image is bluetoothed over from my phone. The bottom image is from my digital camera. They are both JPG files.

They both open in Preview as default, so why is one showing a thumbnail of the image, and the other isn't?

How can I make OSX display all JPGs as thumbnails?

Click to highlight the DSC image.. then Apple+J for view options... Select "View Icon as preview" (something like that).

Now bluetooth over another image... and see if that works.

Yeah probably your cell doesn't have in its image taking software something that creates on its own a thumbnail while the camera has. Or... the transfer stripped the thumbnail from the file to make it as light as can be.
