DVD player

When I had OS10.1.3 I had a DVD player, now that I have Tiger (OS10.4) I no longer have one. Does Tiger not come with a DVD player, and if not, where do I get one and does it cost anything?

Tiger comes with DVD Player in the Applications Folder. EVERY copy of Tiger comes with it unless your Mac did at the time of the installation of Tiger, NOT have a DVD drive as the primary optical drive installed in the machine.

I found the DVD player, but for some reason I can't play DVDs. What gives?
i used to be able to no problem.
