Importing folders into Apeture

From what I read that is part of the library structure, so no it has to be within a project.
What you can do though is start a project named for instance "2006" and then import all your folders from 2006 or files that were shot in 2006 into that.
I do not use Aperture, this is only from reading about its file structure.
