What is this "system" keychain?

I'm visiting my girlfriend's school and tried to get onto their wireless network. It wouldn't connect to it even though I have saved the WEP key from a pervious visit. I looked for the key via keychain access. I found it inside of the "System" keychain instead of my normal login keychain. I don't know the password for this keychain and it is not the root's password either. What the crap?

I want access to my system keychain! MY SYSTEM RAAWWWRRRRR

P.S. Here's a picture of the system keychain. For some reason it has three of my 20 some access point passwords.
