Setting up a static ip and port fowarding

Does my ISP have to do this or can i do it?

I found this link, but I can't say whether or not doing this is a walk in the park.

I set up a Static IP Add for my PC.

You need to access your router via Safari/FireFox by typing an address into the URL.

Here, you can find your Router and learn how to access it

Most ISP's will offer a dynamic IP by default. In order to get a true static IP, you would have to contact them.

So i cant do it?
