You need to go into the options and make sure that you are using a language option that has the spell check for it.
Here's what you do.
Open NeoOffice, Click on the neooffice on the top of the screen, click on preferences.
Click language settings to get the drop down menu, select languages, then on this screen go to Western Default. And in this drop down menu select your language or form of english and beside certain ones there is a spell check symboll. Those are the ones that have the spell check option, if you choose one without it, spell check will not work.
So if you chose Canada English on the install you will get the options for that, which does not include spell check, but USA english which is pretty close except for a few different spellings you will get a spell check.
