Is there any way to change the wallpaper that is shown during the login process?

You could try Visage, get it from somewhere like VersionTracker.

The only problem is that it's 10.2 only. Lots of things "don't work" in Jag. I'm just wondering how I can manually change it, if that's at all possible.

Try looking on resexcellence.com, they have a section for boot panels and boot images. Some of the downloads come with a readme.

It's easy to do. Take the picture you want and rename it to Aqua Blue.jpg then go into /Library/Desktop Pictures/ and drop it in there.
