How do I move window trapped under Menubar?

MacBook Pro 13 Inch, 2 Mac Mini's 1.66 & 1.83, 2- iMac Intel i3 iPhone 4 & iPad 2 32 gig.
Not really a newbie question, but how do I get a program that is under the Finder bar out from underneath it so i can move it around or shrink it?

Try changing your screen resolution. Then you should be able to get the top of the window to move it. Then you can reset your resolution back to what it was.
