Mac Neophyte here-

Just set up multiple accounts for the family on my MacBook Pro (using OSX 10.4.2). Would like to know how each account can gain access to a common iTunes music library. I serve as the administrator for all family accounts.

Thanks for your review and consideration.

Place the iTunes library in the Apps or root folder and grant all users permission to access it... (use apple+i to pull up the info for that folder and then set the permissions...)

A little more to it...

First, I moved my iTunes library to the "Shared" folder using the following process...

To change the default location of imported files:
In iTunes, choose iTunes > Preferences.
Click Advanced and then click General.
Click Change and select a new location for your files.
From now on, new songs and other items you import will be stored in the new location. Songs you've already imported stay in their current location.

You then have to "Consolidate" the library to make it accessible. This is explained under iTunes Help.
