OSX 10.4: idle logout

is there a way to get the Mac (in my case intel iMac and iBook G4) to log someone out after a period of idleness, particularly if they've left applications running?

I know about the setting that logs them out after idle, but it only seems to work if no applications are running. My situation is that the kids/spouse will open stuff, forget to close, the leave for hours and it would be nice to have the machine log them out even though they left Firefox or Entourage open.
