Won't go to desktop & screen saver settings

I wanted to change my desktop background, but it seems that I can't for some reason. I am confused why I get this:

I can change the screen saver, but the desktop settings remain blank. I installed the latest updates and restarted, still doesn't work. This isn't a major problem, but can it be fixed somehow?
