"CD-ROM toolkit error type 10"?

Hi all, I'm a complete Mac newb trying to fix my girlfriends computer. It's a G4 with Mac Os 9.2. When its loading, it gives me this error message: Sorry, a system error occurred. "CD-ROM toolkit error type 10" To temporarily turn off extensions, restart and hold down the shift key. So, the only option that it gives you is to restart, and holding down the shift key like it says does nothing. I have the restore disks, but how do you set it so the computer boots from the cd drive. On the cd it says hold down "C" while booting, but when I did that, a bunch of lines of font appeared on the screen that I couldn't even make out on top of the boot screen, and then it froze up???
