Safari Error message

I need to find this :

If you deactivated your Safari cache folder, then you won't be able to upload images.

To reactivate the folder, go to your User Library>Caches>Safari. Single-click on the folder, then command key + I to bring up the Info. panel. If the "locked" box is checked, uncheck it. Also, change the permissions to "read and write" from "read". Restart Safari.

Question how do I open the User Library ?

User library is the library located in your user folder. You can open it in Finder and follow the given path.

The problem was Safari was sending an error message when I was trying to upload images on to Blogger .....

This problem was solved by throwing the Safari cache file in the trash, and installing OnyX software :
