ipod wont startup since restore

my friend has a 20 gb ipod its the one with the crappy screen that you have to turn the backlight on with the menu.. ok but he restore it but i think he might pull the cable out before the proccess was completed.. so now it wont startup and only shows the apple icon and next the a plug cable icon ... and it cant be read by pc or mac .. is there a tool for this kinda problem??
