How do I Create a Disk Image of a CD/DVD usable on Windows?

Mac Pro 2.66GHz; 6GB RAM (4x512/4x1GB), 1.5TB HD (3xHDDs), ATI XT1900, built-in Bluetooth/Airport
Does the Apple disk image utility create images that can be used by Windows users? What about the Toast disk image? Will that translate to Windows/Nero?

Create it in windows. Try Nero.

Unfortunately, I can't get Windows to run very well on my Mac Pro at the moment. I was wondering how to do it in OS X.
