Sharing files with another user account

I'd like my son to be able to - in his own user account - view the photos I have in my account, but without being able to delete or modify them.

I've copied my Pictures folder to my account's Public folder. However, using the third-party photo program in his account (I don't like iPhoto), I've found that he can only access photos from my account's Public > Pictures folder and not his account's Public > Pictures folder. He can also delete/modify files from my Pictures folder.

So my main question is, how can he view my account's photos "read only", i.e. without being able to delete or modify them? I thought copying to the Public folder was the way to avoid this, but apparently not. Please help!
