Shortcut keys help

There are some shortcut keys that have an arrow before the command. Such as a ^ + command + R but whenever i press the up arrow, command, and 'R" it never seems to work. Where is the button for that arrow?

Norwood is a Mid-2010 15 inch MacBook Pro with 10.11.1.
The "^" stands for "Control." If you hover your mouse over a shortcut when System Preferences is open, a little square will appear that tells you what each shortcut is in plain English.

It isnt working. Im in program preview and i want to resize image automatically with the blank arrow (ctrl?), apple, R and all i hear is the BUZZ command. I have system preferences open as well and hovered over the shortcut but nothing happen. Im using a macbook if that helps any.
