Trying to reinstall Mac OS 9 but CD is LOCKED

I want to reinstall Mac OS 9 because when I start up the ibook I get an image that swiches between a little macface and a folder with a question mark. However when I try to install the Mac OS 9 cd, I can't beause although the mac boot up from CD, I cannot open any files or application in the CD nor can I openanything in harddrive. Can anyone give advice? I tried downloading another copy of Mac OS9 and burningit but that CD was also locked. Any advice?
