Black border on all things selected?

Hello,
I do hope someone can help me.
After using a usb standalone hardrive to back up some stuff I have been left with a black border on anything i select?

I also now have two restart options aswell as two shut downs and two logouts for my one and only user?

I`ve tried repairing the disk but the problem continues...
Can anyone please help?
