Use damaged hard disk

I replaced the hard disk due to booting problems. Is the old hard disk unusable forever or is it possible to erase it, reformat, disable the damaged sectors and use it as external drive?

Smash it with a hammer and then throw it away. Never, never, continue to use a hard drive that has proven to be defective.

Depends on how it failed. If it's bad sectors or SMART errors, you likely don't want to rely on it to hold your data (even as an external drive), you should likely format and trash (or destroy appropriately)
