Mac only shows some thumbnails on jpg files

Hi.

My Mac is showing only some thumbnails for my jpg files, and I would like it to show all thumbnails so it is easier to see files in the finder without having to open each one.

I read another thread on this website, but that was about a much older version. I am currently running Mac OS Sierra (10.12.3).

Mac Mini (Late 2014) 2.6GHz Intel Core i5 Memory: 8GB 1600MHz DDR3
Compare resolutions? Maybe those reluctant files would display the thumbnail if you increase the icon size in your Finder window?

Finder > Show View Options
uncheck Show Icon Preview, Restart Finder
re-check SIP, Restart Finder

All the images there were 4000x6000. I think my MAC was having one of those days.
