Turn off iCloud Keychain?

I do not use iCloud Keychain (I may have toyed with it some time ago), but I keep getting the message "Approve this Mac from another device to use iCloud Keychain." How can I "delete" Keychain or at least eliminate this message? Failing that, how do I "approve" keychain, even tho I don't know the password?

I use Yosemite 10.10.5.

You can turn it off by opening System Preferences, iCloud, and remove the check from the box that says "keychain".

Oops! I forgot to mention that I did try this, but I can not unclick the Keychain checkbox. The checkbox has the subtext "Waiting for approval from other device." When I click on the Options box and follow the succeeding pop-up boxes, I ultimately get the message "iCloud Keychain could not be set up because there was a problem communicating with iCloud." This has happened several times over the last few weeks -- including just now.
