ad behind the window I was looking at? how can I stop this from happening?

Try Ghostery. It may be able to block the pop-under windows as if they are ads. Just turn EVERYTHING on in Ghostery to block it all.

It may block some pop under ads but I think I've had a few get through. Don't remember for sure because it doesn't happen often. Pretty sure I haven't seen the Verizon one.
