I just aquired a Powerbook G4 1.33ghz 15" I was wondering if there is anyway that the video card or video ram of 64mb can possibly be upgraded at all? Or is it even neccesary to worry about this at all?

Well I noticed that the 17" aluminums have a 128mb vram and the 12" have the 64mb vram. I cant put a 17" video card into a 15" aluminum Powerbook?

Again, sorry but there is nothing you can do to change the VRAM in your PowerBook. The "card" is part of the logicboard and is not able to be changed out.
