booting into folder with question mark

I was working on installing windows 8.1 using bootcamp. now i cannot even boot up drive. I removed the smaller partition i created for the windows install and its now back to 999gb on my solid state drive. I am a novice at mac, but semi handy with windows

It sounds like you blew away your Mac OS X boot partition volume and now it has nothing to boot from and you'll need to reinstall it.

Maybe you still have your Recovery HD you can boot into and use to reinstall: Try starting and hold the command + R keys to get to the Recovery HD boot volume.

Yep you have formatted the OS X partition and all that is left sounds like the Recovery partition with no operating system. As suggested boot into recovery and download the operating system all over again, set it up, open BootCamp and print and read the guidelines.
