"New Thread" Button in Dev Forums??

I can't believe I have to ask this question in another Forum. Here is the "Getting Started" page of the Apple Dev Forums -- (attached)

Can anyone point out the "New Thread" button? Because I don't see it anywhere.

Where are you getting this this forum? I just logged into the forums and mine look nothing like that.

Turns out Apple archived all Forum threads and created a new Forum. I was looking at an archived version. Wasn't made clear at all.
