os x SL cannot start in safe mode

To Repair Disk it is necessary to boot from the system DVD. Pop in the Snow Leopard OS X.6 DVD and restart holding down 'C' immediately after the chime and go to Utilities > Disk Utility and select your option there. Not starting in Safe Mode may well indicate a hard drive problem. Have a read through this:-
