I have an old PC-compatible external hard drive with photos and music that I would like to transfer to my Mac, is there a way to do this?

Have you tried plugging it into your Mac?

Sure. Mac's will read NTFS drives and you can copy your photos and music off the drive. You will not be able to write to the drive (save files) to the PC drive though.

If for some reason the external drive was formatted using FAT32 or extFAT - both highly doubtful, it would be fully accessible to your mac.

If you want to use the drive and have write access you can purchase Paragon NTFS for MAC which works seamlessly with NTFS formatted drives and Macs.
