Apple TV stuck for time and date

having no luck with setting up Apple TV 2 after restore and a brand new TV3.

still running an other TV3 and is working fine.

Can't get pass date and time.

reset all routers

Manually put in Location and Region

restart

restart

power off

restart.....

still no luck.
