A couple of things to check:

1. When you shut down, in the dialog box make sure the box beside "Reopen Windows when logging back in" is NOT checked.
2. Under System Preferences/Users & Groups, your account, Login Items tab, make sure iTunes is not listed. The check box here is only for hide/show, so if iTunes is there, click it once, then click the "-" at the bottom of the window to remove it completely.
3. Make sure iTunes is shut down when you shut down the Mini.
4. Right click (ctrl-click) on the icon on the dock, then Options and uncheck "Open at login"

Thanks, but ...

1. It is not.
2. iTunes is not there.
3. iTunes is shutdown when I reboot the mini.
4. "Open at login" is UN-checked

Next? :'(

If you followed everything Jake replied and iTunes is opening when you reboot...

Do you have any hardware attached to your Mini that would force iTunes to open? If you do, remove all hardware that is attached.

OK, great. That's what I thought when you followed Jake's advice. Any kind of iPod or iPhone, or iPad attached will cause iTunes to open. Glad to hear it's solved. :)

@JohnDohe

It's great that you have solved the problem with chscag's help.

Just a minor point. If you open iTunes >Preferences>Devices, you can check the box " Prevent iPods, iPhone and iPads from syncing automatically".

By so doing, you will prevent iTunes from automatically opening when you mount an iOS device. Apart from preventing your problem, this can be quite useful if you want to mount an iPhone or iPad just to download photos or connect with a third party app to copy messages. An idea.

Yeah, I didn't mention that one because the OP never said anything about having iDevices. Oh, well, hide information, get lousy advice!
