New iPhone Never Claimed

So I work in a small office. Someone ordered a Verizon iPhone 6 (16g) and never picked it up. We attempted to reach them and no luck. No the person has moved out of the county.

What can be done with the phone? It's sealed in the box. Can it be used? Returned?

Return it to your carrier. Explain what had happened and I'm sure they'll take it back.
