I cannot turn on cellular data in settings on my iPad. This just started a week ago. It worked before

Not really enough information to answer your question. Which iPad, what version of iOS and who is your cellular provider?

I have iPad 2, IOS 8.3 and have AT&T as cellular carrier. I recently updated software and think it may have started after that.

My iPad 3 is also cellular capable (T-Mobile) and I updated to iOS 8.3. No problem with the cellular signal - still works fine. Something else might have happened. Where have you tested the iPad for cellular? Make sure you try in several places so you're sure it's not receiving weak signals. If all else fails, take your iPad to an Apple store and have them test it. They'll test it for free.

Thanks, I can't test because the button will not let me turn on cellular data. That is my problem. Apple Store is 60 miles away.

That's strange. Try resetting your iPad 2 from iTunes but first make sure you backup everything either to your Mac | PC or to iCloud. You may have gotten a bad download of iOS 8.3. The reset will wipe your iPad and install iOS 8.3. After the reset and install of iOS 8.3, restore from your backup.

What ^^^ he said and also that you have a cellular plan active for it too. I had to add it to my cellular plan for my iPad

Cellular was working for her before and then it quit. She even responded that it might have been caused by the update. What pm-r stated about the SIM card is a valid reason for cellular failure. If it failed the iPad would only respond to WiFi and there would be no indication of a carrier. However, it's unlikely the SIM card would go bad but I suppose anything is possible.

And I'm not suggesting, but it wouldn't be the fist time someone's mumbled that they didn't need one of them darn SIM cutters when those kitchen shears should work well — they worked well on them there Alaska Kind crab lags we had!! ;)

Ah ha, may have found the problem. I rebooted my iPad and a window came up that my SIM card was locked. This has happened before and I entered my passcode to unlock it. But this time I tried something different and clicked OK. Guess what? My cellular data unlocked and is now working.
Go figure??? Thanks for all the suggestions folks.

Now if I could figure out how to use my iPad on my big screen TV. Not just for movies etc, but everything on my iPad. Is there an app or somethin.

I strongly suggest you remove the passcode for the SIM card. If I remember correctly, entering the wrong passcode 3 times locks the SIM card out for good and can only be unlocked by your carrier.
