If your question is, "Would there be a speed difference between a 64 Gb versus a 128GB when using the internet" then no as long as it is the same model of iPad.
64gb and 128gb refers to storage available for music, pictures etc.

No differences as long as they are the same generation iPad. As Lisa mentioned…the 64 & 128gig numbers refer to the amount of storage the iPad has. Nothing to do with wifi/cellular speed.
