safari odd cookies

i am trying to find out why on safari, even though cookies blocked, it keeps coming up with " local documents stored on my computer" on preferences. why is this

I'm a little confused. Do you mean that you are seeing these local documents in the search / address bar when you start a search?

I goto safari, then preferences, then on Privacy. and under cookies and website data , there is tab that says Remove all website data, but it also shows the cookies , one of which is. " local documents stored on computer" which comes up all the time. why and what does it refer to.
