Downsizing an .mp4 file?

I have an .mp4 file on from my android phone on my desktop which I'd like to email to a relative. It's almost 17 MB and takes a long time to load into my email program using my Mac mini with Mavericks. Is there a way to reduce the file size to a usable #?

I will tell you the easiest way is to upload it to Dropbox or Google Drive or some other cloud storage then email a share link to it. Way easier to do. Then they can download it and you don't risk email server rejection or loss of quality if you shrink it.

Google Drive has 15GB of free storage and Dropbox offer 1GB of free storage.
